Counties Invited to 10-Year Plan Training...and More

Oregon's Ending Homelessness Advisory Council (EHAC) is sponsoring a day of training and mentorship to help counties develop and implement 10-year plans to end homelessness.

The Oregon Forum on Ending Homelessness will be held Thursday, Nov. 19, in Corvallis at the LaSells Stewart Conference Center.

The U.S. Census Bureau is a major sponsor of the upcoming forum, and will actively promote its message of outreach aimed at counting every individual in the country.
Eleven of Oregon's 36 counties have completed their 10-year plans. Another six are getting close. Still, much work lies ahead for more than half of Oregon's counties. EHAC strongly urges county and city leaders as well as housing and service providers to attend.

Status Report: Year One of 10-Year Plan to End Homelessness

Oregon's Ending Homelessness Advisory Council (EHAC) presents a Status Report: Year One of the state's 10-Year plan to End Homelessness A Home for Hope.

EHAC, created through Executive Order by governor Kulongoski has been charged with developing the strategies and make recommendations to end and prevent homelessness among Oregon's homeless populations.

Homelessness continues to rise in many Oregon communities. It shows in the sharp increase of number of people seeking temporary shelters, requesting food and rental assistance. It shows in the larger number of homeless children in the schools, and the number of homeless persons also experiencing addictions and mental health illness.

Amid this growing trend, members of EHAC in collaboration with the state's Interagency Council on Hunger and Homelessness, and in partnership with many local community organizations, the 10-Year Plan shows significant results:

* Creation of more than 200 units of permanent supportive housing
* Preservation of subsidized housing for very low-income households
* Secure additional funding for housing and services
* Passage of state's only policy on homelessness

Housing Opportunity Bill Rules Draft Released

Oregon Housing and Community Service made another step toward implementation of the Housing Opportunity Bill this week, releasing draft rules and revised concept papers.

The department's proposed amendments to the Home Ownership Assistance Program rules and the rules describing the new General Housing Account Program are now available for review.

Oregon Housing and Community Services has important news about the next Consolidated Funding Cycle. The department is moving the entire cycle 60 days.

The 2010 CFC application will be available online on Feb. 19, 2010.

The American Recovery and Reinvestment Act of 2009 (Stimulus Bill)

On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA).

The Act includes tax relief and additional resources to stimulate the economy, including additional funding for several OHCS programs.
