Temporary Changes to 2007 Qualified Allocation Plan
Regarding changes to the 2007 Qualified Allocation Plan listed below, OHCS will accept applications for additional 2008 tax credits used to fill equity gaps no later than October 1, 2008 for the department's consideration. These will be awarded from the additional tax credit authority received as a result of HR 3221 (Housing and Economic Recovery Act). Oregon Housing and Community Services (OHCS) as the governor’s authorized allocator of the federal Low Income Housing Tax Credit (LIHTC) is issuing this public announcement as instructed under IRC § 42(m)(1)(A)(iv) of two temporary changes to the 2007 Qualified Allocation Plan (QAP).
Due to the current equity market conditions, equity pricing for tax credits is significantly less than anticipated. This drop in pricing and other economic impacts has resulted in funding gaps in several projects that were previously awarded credits. It’s OHCS’s desire to assist the owners of these projects to address the market changes. OHCS is therefore making the following two temporary changes to the already adopted QAP.
1st change is to waive the requirement that recipients who have completed carryover be required to reapply through the Consolidated Funding Cycle (CFC) if needing more LIHTCs. This waiver will apply to projects funded with 2007 or 2006 competitive credits. Projects requesting more credits must fill out the department’s request for additional funds application.
2nd change is to remove the maximum amount of $700,000 per project for projects that have enough basis and can use the excess basis to fill funding gaps on projects already awarded 2007 or 2008 LIHTCs. Projects requesting more credits must fill out the departments request for additional funds application.
Each request for additional funds will be reviewed on a case by case basis as to the amount of LIHTC needed and presented to Senior Management for approval.

Public Comment Period - 2008 CDBG Action Plan Substantial Ammendment for NSP
The State of Oregon seeks public comment on the 2008 CDBG Action Plan Substantial Amendment for the Neighborhood Stabilization Program.
Oregon Housing and Community Services (OHCS) seeks public comment for a proposed substantial amendment to the 2008 CDBG action plan relating to $19.6 million in funding from the U.S. Department of Housing and Urban Development's (HUD) Neighborhood Stabilization Program (NSP). The comment period runs from November 11th through 5 PM November 26th.
NSP was funded under the Housing and Economic Recovery Act (HERA) of 2008 and targets benefits to abandoned and foreclosed residential properties and the neighborhoods in which they are located. OHCS is submitting a 2008 action plan amendment to HUD for a variety of housing and community development activities eligible under NSP rules published in the Federal Register Vol. 73, No. 194 / Monday, October 6, 2008. Descriptions of the activities are contained within the plan.
Oregon used the Housing and Economic Recovery Act, NSP rule, and subsequent HUD criteria to identify target areas throughout the state with the greatest percentage of foreclosed and subprime loans along with areas likely to face significant rise in foreclosures. Targeted areas are located in all but seven Oregon Counties.
The state is proposing to provide sub-allocations to current Community Development Block Grant entitlements who have NSP targeted areas within their jurisdiction. These include: Salem, Medford, Gresham, Multnomah County/Portland, Washington County/Beaverton/Hillsboro, Bend, Clackamas County, Springfield, and Eugene.
Oregon encourages participation by low, moderate, and middle income citizens (particularly those living in specific targeted areas where NSP funds are proposed to be used) as well as minorities and non-English speaking persons and persons with disabilities. Program information is available in alternative languages and formats upon request.

Housing PLUS Request for Applications for Non-Entitlement HOME Communities
Oregon Housing and Community Services (OHCS) announces a request for applications under the Housing PLUS initiative. Funding under this RFA will provide permanent housing opportunities for homeless persons in non-entitlement HOME communities.
This request for applications is open until October 31, 2008 but may be subject to change.
